Location and Compound
The thirteenth division headquarters is located at the very edge of Seireitei's northern sector. It has a route for quick access to the mortal realm via the twelfth division, and being so close to the rukongai, is ready to provide military support should there be a disturbance in the northern districts.
Duties
When the 12th division spot a hollow on their radar and can predict it's movements, this is the division that leaps into action. Whereas the 3rd division patrols hollow 'hot spots', these Shinigami are sent out to take down individual hollows, especially in built up areas where human casualties would be high, they specialise in getting the job done quickly and quietly.
