Location and Compound
The ninth division occupies much of the space between the wall of Seireitei's administrative 'inner circle' and the second defensive wall which further protects the centre of Soul Society. Having access to all four points of the compass, the division can go about their information collecting duties very efficiently. The division's headquarters is a long building containing many rooms, most of them filled with archives of information and books rescued from the fire which destroyed the Central Soul Library.
Progress Files Compound
This facility is only open to the members of the Ninth Division. It is almost entirely underground, and the only aboveground part of it is a ramshackle little building, with the paint peeling off it and guarded by one old man, called Sagigaikan; it is 600 meters away from the Ninth Division Captain's office. This facility contains all the files on ongoing cases, and every active Ninth Division shinigami must report here regularly while they are on an assignment to add their data to the file of the case concerned.
There are at least 15 floors, all underground; they can only be accessed by a descending circular platform, which is controlled by Sagigaikan. The tunnel through which the platform passes is lined with deathstone to prevent any other form of access to the files, and a specialised kidō filter prevents non-Ninth Division shinigami of non-Captain rank from even noticing the presence of the building—which is why it is so ramshackle, as the Fourth Division has not managed to maintain it since its construction. The inside of the facility is maintained by a select group of Ninth Division shinigami. The facility can only be exited either through the descending platform, or by using a modified Senkaimon (there is one on every floor, and they all lead to the same exit) to appear back on ground level to be let out by Sagigaikan.
The Ninth Floor contains the files they keep on the members of the noble families.
Investigative Records Compound
This facility contains all the files on cases solved or completed, and is 728 meters away from the Ninth Division Captain's office.
Daireisho Archive
This facility is located near the Underground Assembly Hall, and is a backup for every item of information ever obtained, created, or possessed by any member of Seireitei. It was begun by Arasugane Mekyo when she first learned her shikai, and is now upkept and maintained by the Ninth Division. It contains centuries upon centuries of data and information, and is protected by extreme and elaborate measures to prevent tampering with the data. It is only accessible to Captains, and knowledge of its existence is kept secret from all except the Captains and Lieutenants of the Gotei 13. As such, it consists simply of about 30 unassuming-looking computers amongst towering cabinets and data-storage terminals.
Duties
Whether it is the death of a shinigami, a Hollow evolving or the discovery of a soul-inclined human, these Shinigami are usually called in to assess the case. Details and facts are important to them, in fact so important that they rarely miss a thing. Once their reports are made, the usually turn them in to the 1st or 2nd divisions for decisions and actions. Organization for them is very important as information is vital to Soul Society's workings.
Progress Files Maintenance Team
This small team is completely made up of Fourth-Division members who have transferred into the Ninth Division; apart from their usual investigative duties, they are responsible for maintaining the inside of the Progress Files Compound.
Special Investigations Squad
Wearing white coats and specialised equipment to enhance their information-gathering skills (such as goggles, rebreathers and visors), the Special Investigations Squad are a select few members of the ninth division, often comprising of the highest-seated members. They are typically dispatched for urgent investigations of high sensitivity, where secrecy and thoroughness are tantamount.
They typically are teams of up to ten, with the leader of each team being the highest-seated member in that team. Should the leader die, the next-highest-seated member takes their place and their seat. Each team possesses a different area of responsibility, and the leaders pick their team members from amongst the Seated members as they see those who fit their requirements.
