Location and Compound
The first division's headquarters sits at the centre of Seireitei, amongst the administrative buildings of Soul Society's government. Their building is far larger than that of other divisions, a fortress built upon the remains of what was once a rocky hill. It contains special quarters and amenities for diplomats in addition to storage chambers for use in states of emergency, and the holding cell for Soul Society's most dangerous criminals, the shrine of penitence. It is connected by a bridge to the gotei 13's execution ground, the Sōkyoku Hill.
Underground Assembly Hall
This is only used in times of extreme emergency, when the Captain-Commander wishes to preserve complete secrecy of the orders being given, or in any meeting requiring the actions of the Onmitsukido. It is underground beneath the First Division Headquarters, and is entirely sealed in with deathstone to prevent the use of reiatsu within it. It is guarded by electronic and mechanical systems, and is equipped to prevent any interruptions to, surveillance of, or eavesdropping on the meeting.
Duties
The first division are the most disciplined of all Shinigami, knowing the rules inside and out, and serving as organised generals in large-scale battles. This makes the final decisions in deciding strategy and they usually act as the judges in disputes among the shinigami. Shinigami in this division are not only smart and level-headed, but they are made to lead and set examples.
